Regulating urban mobility

The emergence of self-service vehicle fleets raises the question of how public space should be shared between users and modes of transport. Doesn't reconciling all these forms of mobility require urban space to be regulated in order to guarantee not only the safety of users but also the harmonious management of the range of means of transport available to them? Beyond this, there is the question of access to a certain number of essential facilities (around stations, for example) or to restricted areas (pedestrian streets, bus lanes, etc.), which has a major influence on the quality of the services offered to users and the scope for innovation. Finally, the question of access to data (from infrastructure operators, transport operators and users alike) is obviously crucial. In particular, what about reciprocity between new entrants, incumbent operators and public authorities? Without such regulations, would it be possible to truly innovate in terms of user service and pricing mobility as a service and no longer as a combination of means of transport managed in silos?
