The management of water resources is at the crossroads of multiple challenges in terms of public health, public safety, urban and regional planning, biodiversity, climate change, agricultural development, energy optimisation, etc. It is also the subject of action by a multitude of public decision-makers, administrative bodies and private users of all kinds.
In many European countries, the model of a water regulator has gradually become established, to the point where European coordination of regulators has been set up. France retains an original organisation in which the Minister for the Environment remains the keystone. However, several administrative and parliamentary reports have highlighted the persistent lack of coordination between the many players involved in water policy - local authorities, economic users, non-economic users, the State - leading not only to failures in the implementation of regulations and public policies, but also to possible inadequacies in the choices that these policies underpin.
At a time of heightened environmental urgency, this round table will attempt to take stock of the French model of water governance in order to sketch out desirable avenues for change.
