Data governance and regulation

Often presented as the key to creating value and driving new growth dynamics, data is of vital importance in many fields (IT, statistics, economics, etc.). However, the way in which data is used raises the question of how it should be regulated. The aim of this conference was to bring together academics working on digital issues, legal practitioners, economic players and regulators to discuss the issue of data regulation.

Data, which does not exist in its natural state, is generated by users or operators in the economy according to the uses and appropriation of value from which they may benefit. The use of data therefore requires clarification, consultation, standardisation and, where necessary, regulation in terms of data production and storage methods, rules for sharing and accessing data, the development of principles to guide their processing, and the creation of systems for appropriating and sharing the benefits of their use.

The symposium addressed a number of major data-related issues, including the regulation and transparency of algorithms, as well as the trade and exchange of data, an issue at the heart of the public regulator's work. Other subjects such as access to data, but also its protection against individual manipulation, were addressed during the day.

Institutions such as the Commission Nationale de l'Informatique et des Libertés (CNIL), the Conseil Supérieur de l'Audiovisuel (CSA), the Organisation for Economic Co-operation and Development (OECD), as well as digital companies (Facebook, Critéo, etc.) spoke throughout the day on these subjects.
