Stéphane Lelux is a computer and network engineer and holds a Master's degree in business management from IAE Paris. In 1995, he founded Tactis, a firm that has become the French leader in digital planning consultancy (fixed and mobile broadband coverage, etc.) and regional transformation (smart cities, innovative regions, etc.). In France and abroad, he works with a number of urban projects (including Société du Grand Paris, Métropole du Grand Paris, Métropole Aix Marseille Provence, Nice Côte d'Azur, Grand Dijon, etc.). He recently led a study on territorial big data for the FNCCR. He founded the French smart city observatory and has just set up the Smart4aAfrica association.
