Jacobo Pastor GARCIA VILLAREAL

Jacobo Pastor Garcia Villareal has been a regulatory reform specialist in the OECD's Regulatory Policy Division since April 2009. In this capacity, he has authored numerous publications such as the "Guide to Improving the Quality of Local Regulation" and the "Good Practices for Promoting Regulatory Reform and Entrepreneurship at the Local Level". He has also coordinated and contributed to other publications and analyses on governance, regulatory reform and integrity. He was Chief of Staff to the Governor of Coahuila (Mexico), as well as advisor to the Federal Ministry of Public Administration. He has also held a number of positions in Mexico's Ministry of the Economy. He has taught at the Universities of Coahuila and Hidalgo, as well as at the Monterrey Institute of Technology (ITESM). He holds a Master's degree in Public Management from Carnegie Mellon University and a Master's degree in Public Administration from Harvard University.
