Jean Cattan is Secretary General of the Conseil national du numérique. He was previously advisor to the chairman of the French regulatory authority for electronic communications, post and press distribution (Arcep), where he was responsible for European affairs. He holds a doctorate in public law and is a lecturer in digital law and regulation at Sciences Po Paris and Panthéon-Assas University.
