Philippe GOUTEYRON is Deputy Director of Water and Aquatic Ecosystems within the Water and Biodiversity Directorate of the Ministry for Ecological Transition.
A chief engineer in civil engineering, water and forestry, he began his career in local government, particularly in the regions, where he was involved in managing land use planning, environmental and European fund policies.
After several years as managing director of a consulting firm specialising in supporting public actors in organising and facilitating consultation and public debate, he then joined the teams at the Loire-Bretagne Water Agency, where he headed the department responsible for monitoring and assessing the quality of aquatic environments and planning management actions to achieve good ecological status for watercourses.
He joined the central administration of the Ministry for Ecological Transition two years ago and has been heading the sub-directorate responsible for the protection and management of water and aquatic ecosystems since 1 September 2025.
