A specialist in the economics of the electricity system and the regulation of the French electricity market, he recently coordinated the preparation and publication of RTE's Generation Adequacy Report, whose scenarios fed into the work on the multi-annual energy programme.

He is also responsible for preparing and drawing up market rules (balancing, capacity, load shedding, etc.), for the consultation carried out by RTE with its stakeholders, and for relations with government departments and regulatory authorities.

Thomas was previously advisor to the Chairman of RTE's Executive Board and worked at the European Commission. He teaches energy policy and electricity sector liberalisation at Sciences-Po, Centrale-Supélec and the College of Europe in Bruges. He is a member of the steering committee of the European Electricity Markets Chair at Paris Dauphine University and of the Association of Energy Economists.
