Valérie CHAMPAGNE

Valérie CHAMPAGNE

Deputy Managing Director Finance and Purchasing, RTE

In 1992, while helping to set up the Nasse seminar at the Ministry of the Economy, she discovered the issues involved in opening up monopolies to competition, which would remain a guiding principle throughout the rest of her career. In 2006, after 14 years at Bercy, she joined SNCF, where she negotiated the Transilien contract with STIF (now Ile-de-France Mobilités), then led the negotiations between SNCF-Infra and Réseau Ferré de France (RFF) before taking part in the discussions on the merger of the two entities, which led to the rail reform of August 2014. In 2015, she was appointed member of the RTE Executive Board in charge of finance, regulation and purchasing. Passionate about regulatory issues, she seeks to find the best balance between theory and practice, between the principles of opening up former public monopolies to competition and the day-to-day management of regulated companies, committed to the efficiency of public service.
