The draft law on the circular economy, which was referred to the National Assembly's Economic Affairs Committee for an opinion at the end of September, is presented as the promise of reconciling environmental efficiency and the creation of economic value. However, this presupposes the development of a new growth model capable of adapting current patterns of production, transformation and consumption to the balance of the environment.
This is precisely the challenge proposed by the circular economy. Putting an end to the linear model of society based on the principle of "extract, produce, consume, throw away" and seeing waste as a resource would make it possible to satisfy consumption needs while drastically reducing the environmental damage caused by certain economic activities. The latter would also be integrated into the emerging economic model in a circular fashion.
While French and European regulations are becoming increasingly restrictive or incentive-based, some continue to promote a linear economy. The question of appropriate regulation of the circular economy therefore arises because of the coexistence of contradictory legislation at national and European level.
In addition, the environmental limits of recycling, generated by a circular economy whose growth is not controlled, are highlighted.
The types of externalities on which to base the development of a virtuous circular economy system therefore merit a more detailed analysis of existing regulations, with a view to greater integration and harmonisation.
To address the issue of how to think about the regulation of the circular economy, this breakfast meeting of the Governance and Regulation Chair proposes a debate based on various projects on the subject
