Yves Verhoeven is a graduate of the Ecole Normale Supérieure. He holds a doctorate in computer science and is a chief engineer at the Ecole des Mines. After starting his career in 2005 with the Ministry of Foreign Affairs, he joined the General Secretariat of National Defence in 2007, then the National Agency for Information Systems Security in 2009. Between research, project management, head of information systems security, programme officer, head of international relations and digital adviser to the Director General, Yves Verhoeven has covered a wide range of activities relating to digital security and cyber defence. Since January 2016, he has been Deputy Director, first of External Relations and Coordination, then of Strategy. He is a former auditor of the 30th national "Security and Justice" session of the Institut des Hautes Etudes de Sécurité et de Justice, and is chairman of the OECD's "Security in the Digital Economy" working group.
