The plan for the electrification of France recently announced by the Government aims to accelerate the phase-out of fossil fuels. It builds on and gives structure to policies already underway in the areas of transport, heating and industry, and confirms the central role of electricity in the decarbonisation strategy. Under what conditions can this ambitious trajectory be effectively implemented?
The challenge lies in coordination. Electrification requires alignment between the development of generation capacity, the adaptation of networks and the transformation of usage patterns. However, these aspects fall under the remit of different stakeholders, specific economic rationales and varying timeframes. Networks must anticipate usage patterns that are still uncertain, generators are investing in an evolving framework, whilst users are being called upon to modify their equipment and behaviour.
This seminar will address the governance challenges associated with this transition in order to shed light on the conditions required for an effective and sustainable transition of the electricity system.
- What economic signals can effectively guide investment and usage?
- How can the costs of electrification be distributed without undermining its acceptability?
- Does the current framework ensure sufficient coordination, or do planning tools need to be strengthened?
- How can regulation be adapted to an accelerating pace of transformation?
