Michaël Reffay

Michaël holds a Master's degree in European Political and Administrative Studies from the College of Europe (Bruges), a Master's degree in Public Policy from the University of Paris-Dauphine and a Master's degree in Behavioural Economics from the University of Paris 1 Panthéon-Sorbonne.
From 2016 to 2021, he held various positions at the Ministry of the Economy and Finance, including Project Manager for the Data Economy at the Directorate General for Enterprise and Reporter at the Digital Agency.
A lecturer in digital economics at ENA/INSP and Université Paris Dauphine, Michaël was also Digital, Telecommunications and Postal Services Adviser at France's Permanent Representation to the European Union. Since September 2022, he has been adviser on digital regulation and sovereignty in the office of the Minister for Digital Transition and Telecommunications.
He specialises in the analysis of public policy and is currently focusing on the metaverse economy and its regulation.
