One of the central objectives of regulation is to secure the world of economic operators by ensuring that their investments and competition are organised over the long term and protected from untimely political reversals. One of the ensuing challenges is to adapt to innovation and to economic and social change, so that the "rules of the game" can nevertheless evolve to take account of the opportunities presented by technical change or the needs resulting from new collective preferences. In times of crisis, however, the principles of slow, controlled change in the organisation of markets and industries may no longer be adapted to the need for urgent reactions to unprecedented situations. The succession of events that have marked the last three years has led the public authorities to take action that may have directly affected regulators, either because the executive has suspended the normal course of events for a time, or because regulators have been called upon to respond to emergencies.

The aim of this Regulators' Club seminar will be to look back at the way in which regulators have dealt with these unprecedented conditions, and to examine whether there are any lessons to be learned from these exceptional circumstances. In particular, have they led to the identification of new organisational or functional methods that regulators should implement to be more effective? Will they lead to changes in the role of regulators?

These discussions will be based on the sharing of experiences relating to the management of the health crisis, inflationary pressures and the challenges resulting from international tensions and the rise of new risks.
