Raising the question of the link between innovation and regulation may at first sight seem a bit daunting, given the tension that exists between these two components of economic systems: can creativity be controlled without being stifled, or can innovation be given free rein without risk? Nevertheless, it is clear that many regulated sectors (energy, telecoms, transport, online gaming, etc.) are facing major disruptions, whether in terms of technical progress, hybridisation of the value chain or new business models.
There are two reasons for this:
- How should the regulatory framework for regulated sectors be adapted to cope with disruptions linked to innovations? How should the content and methods of regulation be adapted to take account of the growing role of innovation in these sectors (e.g. sandbox approaches) ?
- What new forms of regulation should be put in place to deal with the restructuring of value chains linked to the digitisation of the economy? What possible convergence or coordination of sectoral regulations linked to this digitalisation ?
To discuss this, the Governance and Regulation Chair has organised a breakfast debate at Dauphine on Thursday 08 December from 8.30am to 10am in room A709 with the following speakers :
