Stéphane de La Rosa is Professor of Public Law at the Faculty of Law, Université Paris-Est Créteil. He holds a Jean Monnet Chair and heads the research team and the master's degree in public business law. A former student at ENS Cachan, his research focuses on European economic law and the operation of regulated markets. He is the author of numerous articles and studies on the rail sector, specifically from the perspective of the implementation of the fourth rail package and the disputes it raises.
