A graduate of the universities of Paris-II and Paris-I in public and European law, Elisabeth Cotte has more than 25 years' experience of sector regulation and competition issues in France and internationally.

Elisabeth Cotte began her career at Orange France (1994-2000) as a competition lawyer, then head of the competition and regulation department of the former Itineris subsidiary (1998-2000). After a spell as head of legal affairs for a local radio loop operator (2000-2002), she joined the Maroc Telecom group (2003-2015), where she was Director of Regulation and Competition from 2007.

Elisabeth Cotte joined the Paris Bar in 2016 and worked as a consultant mainly for economic and institutional players in the information technology and digital sectors until she joined the Autorité de Régulation des Transports as Director of Legal Affairs in September 2020.
