Organised by the Dauphine Law Research Centre (CR2D) under the leadership of Aurore Laget-Annamayer, Professor of Public Law at Paris Dauphine University – PSL, and the Chair in Governance and Regulation.

The opening up of freely organised rail services to competition is reshaping the debate on how high-speed rail lines contribute to regional development.

In a competitive environment, how should we conceive of the role of high-speed rail in connecting regions beyond just the most profitable routes? What balance should be struck between market forces, regulation and regional cohesion objectives?

Paris Dauphine University – PSL invites you to a workshop bringing together academic experts and stakeholders from the rail sector. Through two round-table discussions, public and private stakeholders will draw up a shared assessment, informed by practical experience, before exploring the legal, economic and institutional levers that can reconcile competition, high-speed rail services and regional development.

With the participation of, among others, SNCF Voyageurs, the French Railway Association (AFRA), Trenitalia, SNCF Réseau, Trans-Missions, Transdev, Cabinet Magenta, Franck Dhersin (Senator for the Nord department, Regional Councilor for Hauts-de-France), Patrick VIEU (former Vice President of ART), Juan Montero (Florence School of Regulation), and Laurent Guihéry (CY Cergy Paris Université).
