That security imperatives have major economic implications is obvious. What is less clear is how governance in this area should be organised. Should there be specific regulators dealing with these issues, or regulators integrating the various dimensions of regulation (economic and competitive, technical and standard-setting, etc.)? Should inter-regulation be introduced to take account of interdependencies? Are sector-specific regulators preferable to cross-cutting thematic regulators (environment, public health, etc.)? What should be the status of safety regulators: independent authorities or ministerial administrations? What is the right level: regional, national, European? Should new areas of risk regulation be envisaged with the development of digital technology or the strengthening of environmental imperatives? Should operators be more involved in regulation, and how?
In all these respects, a quick international comparison highlights the diversity of options in this area and therefore the room for manoeuvre in responding to these issues. The testimonies of operators and experts will provide an initial insight into the value of taking a broad, 360° approach to these issues, to better understand where there is room for improvement in France's approach to major infrastructure safety.
