This note focuses on the potential changes in the missions and areas of competence of regulatory authorities as a result of changes in social demand or political priorities, technical and economic changes affecting the sectors they regulate, and the consequences of their own actions on the markets and industries they regulate. In the first part, we will look at the factors that have led to changes in the missions assigned to regulation and regulators. We will then analyse the factors driving changes in the way regulators act. Finally, we will explore possible strategies for adapting regulation to the new situation.
