This thesis explores the organisational challenges associated with the governance of data sharing between organisations. Drawing on a range of theoretical and methodological approaches, it examines the conditions under which data can circulate and be utilised across organisational boundaries.
It is structured around three main themes: the functioning of data markets and the economic characteristics of data as tradable goods; the governance of data-sharing ecosystems, in particular the coordination mechanisms between stakeholders and the conditions for their development; and finally, the role of public authorities in organising, regulating and ensuring the long-term sustainability of data flow.
The overall objective is to gain a better understanding of how different forms of governance influence organisations’ ability to share, reuse and create value from data.
