Christine Le Bihan-Graf graduated from ENA (Valmy class) with an agrégation in philosophy (1984). She began her career as a teacher in preparatory classes and at the Institut d'Etudes Politiques de Paris (1985-1996) before holding the following positions in the French administration: Maître des requêtes at the Conseil d'Etat (1998-2003), Deputy Director General of the Civil Service and State Reform at the Prime Minister's Office (2003-2006), Secretary General of the Ministry of Culture and Communication (2006-2008), Director General of the Commission de Régulation de l'Energie (2008-2011).
She joined De Pardieu Brocas Maffei as a partner in April 2012, where she set up a department dedicated to Industrial Regulation and Public Economic Law.
Christine Le Bihan-Graf is a Knight of the Legion of Honour and a Knight of the National Order of Merit.
She is co-author of the "Code de l'Energie" published by Editions Lexis Nexis (January 2021) and contributed to the Institut Montaigne report "Transition énergétique: faisons jouer nos réseaux" as Chair of the working group (December 2019).
