Philippe Pascal holds a Master's degree in Public Law and is a former student of the Ecole Nationale des Impôts.

He began his career at the Direction de la Législation Fiscale (Tax Legislation Department), where he held a number of positions from 1998 to 2007 dealing with the taxation of property assets, agricultural taxation and personal taxation. 

He was appointed to the cabinet of the Minister for the Budget, Public Accounts and the Civil Service in 2007, and was appointed Inspector of Finance in April 2008. From 2008 to 2013, he took part in and then managed various audit, evaluation and consultancy assignments within the General Inspectorate of Finance.

He joined the ADP Group in February 2013 as Director of Financial Operations and Holdings, then Director of Finance and Strategy and, since November 2015, Director of Finance, Management and Strategy.
