Achieving the green transition will require the profound transformation of the water, energy, e-communications, and transportation sectors, which are typically highly resource intensive and have a significant environmental impact. Governments will need to find the appropriate tools and institutional frameworks to enable this transition. Regulation is one of the key instruments available to government to enable and encourage progress toward environmental goals and, as leading public bodies in the governance of utility sectors, the activities of economic regulators can significantly affect environmental outcomes.
This seminar focused on the potential ‘levers’ economic regulators can employ to contribute to environmental goals and the factors determining the use and success of such functions, including governance arrangements. The seminar explored the importance of regulators’ mandates, powers, functions and consider the varying degree and scope of regulatory intervention across different network sectors. New research from the OECD on this topic shed light on the state of play, whilst representatives from economic regulators across different countries and sectors exchanged their views on the opportunities, barriers and solutions.
