Relations between regulators and "stakeholders" are often viewed solely through the prism of the bilateral relationship with regulated companies. The discussion then focuses on the danger of 'capture' by the regulator, who also needs access to critical information from regulated companies.
This issue will obviously be addressed during this meeting, but the perspective will be broadened to include relations with the other stakeholders in regulation, in particular users and public authorities. Whether it is a question of prioritising the concrete objectives of regulation, informing the regulator or even the resources at its disposal, the way in which dialogue is organised appears to be crucial to understanding the regulator's real room for manoeuvre.
Presentations on a number of concrete experiences will serve as a basis for a discussion on possible differences in practices between sectors, as well as on the methods of organising consultations or cooperation that might appear to be more virtuous.
