Regulatory sandboxes" were introduced in the financial sector to allow innovative companies to test new business models or new products on an exceptional basis.
By waiving certain regulatory provisions in exchange for greater transparency vis-à-vis the regulator, a reciprocal learning process can be set in motion: the innovative operator can develop its model in line with the objectives of the regulation while being protected from certain legal risks, and the regulator is in a better position to understand the advantages and disadvantages of the innovation and to consider the regulatory adjustments needed to release the operator's potential.
At a time when some regulators are planning to encourage such schemes in order to stimulate the creation of innovative applications, products or services in the sectors for which they are responsible, the question arises of transposing this model to areas other than finance.
The principle can appeal to entrepreneurs in all sectors, who are initially obliged to spend time and money to comply with the legal framework and obtain a licence before they are even sure of the relevance of their future product or business model. What is the benefit in return for the regulator?
This breakfast will look at the issue from the point of view of a sector regulator, innovative companies and a consultant offering an international perspective to compare national initiatives.
