Luisa Perrotti is currently Head of European affairs and international relations at the Italian Transport regulation authority, ART.
She joined ART in September 2013, at the time of its establishment, participated in the setting up and entry in operation of the Authority and has been Head of cabinet during the mandate of the first President, until October 2020.
Before joining ART, she served in different capacities at the Italian ministry of the economy and finance and foreign affairs, as well as at the independent surveillance authority on public contracts. Also, in 2018, she was appointed Head of the Infrastructure department at the Ministry of Infrastructure and transport, which she left shortly after to rejoin ART.
Earlier still, she held lecturing and research positions at various academic institutions in the UK (LSE), France (Insead) and Italy.
Upon graduating in law at the University of Rome "La Sapienza" where she also received a master's degree in Comparative Law, she qualified as a barrister and practiced both independently and as corporate lawyer (Olivetti SpA).
She holds a DPhil in Politics from Oxford University and a diploma from ENA-Strasbourg, where she graduated in the international programme.
She has written and published in the areas of administrative law, public policy and regulation.
