The goal of carbon neutrality by 2050, set out in the Energy and Climate Law in November 2019, means that all sectors of the economy must be decarbonised, and this poses an unprecedented challenge for the business models of many players. In particular, this challenge involves maintaining competitiveness, especially for sectors with high greenhouse gas emissions that operate in a highly competitive environment, both in France and internationally. Decarbonising by constraint would have a direct impact on purchasing power and risk de-industrialisation. Support for decarbonisation must therefore be tailored to these specific challenges, and must preserve competitiveness without destroying competition between players, under the watchful eye of the European Commission.
