The changing geography of computation and its implications to AI governance, US-China rivarly, and digital sovereignty

Over the past two decades, the digital world has undergone a silent revolution: data and computation have shifted from local PCs and servers into hyperscale data centres belonging to multinational cloud computing providers. This changing geography of computation creates new gatekeepers and new relations of power and dependence on the international arena. In this talk, Vili Lehdonvirta will present results from two studies mapping hyperscale cloud computing and AI compute infrastructures around the world. He will discuss how these infrastructurs are shaped by international trade and security politics, and what implications they have for AI governance, US-China rivalry, and digital sovereignty.
