Marianna Karttunen works as Policy Analyst at the OECD Regulatory Policy Division, focusing on the division’s work on international regulatory cooperation. Previously, Karttunen worked at the Trade and Environment Division of the World Trade Organisation, on the monitoring of implementation of the TBT Agreement, particularly on Members’ practice regarding their transparency obligations. She also held a position as Policy Adviser at the OECD G8-G20 Sherpa Office, preparing OECD strategic positions for G20 events at technical and political levels.

In parallel to her current work at the OECD, Karttunen is pursuing a PhD in Law at the European University Institute (EUI) on regulatory transparency and co-operation in the WTO. She is researching whether the transparency obligations and practices in the WTO Agreements on Technical Barriers to Trade (TBT) and Sanitary and Phytosanitary measures (SPS) can serve as a complement or substitute to dispute settlement. She has published articles on the governance of the G20 in light of its collaboration with the OECD and on conformity assessment procedures discussed in the WTO Committee of Technical Barriers to Trade. Karttunen holds an LL.M in Comparative, European and International Law from the EUI and a Master’s Degree in Public International Law from Paris 2 Panthéon-Assas.
