Gavin is the Chief Economist at Ofgem, and works on both regulation of network monopolies and on using economic analysis to help assess how competition and regulation can work together in the consumer interest in energy markets. Gavin has nearly 20 years experience working in competition and regulation across the UK's infrastructure sectors, working as a regulator and in the private sector. Gavin also has a PhD in financial economics.
