Ian Rowson is associate partner, RIIO finance and investor relations within the Networks Division. He is responsible for finance-related issues for regulated transmission and distribution networks, including the cost of capital, maintenance of RIIO processes such as Annual Iteration, encouraging a culture of licence compliance and supporting Ofgem more widely on infrastructure finance and profitability issues and investor relations.

Ian joined Ofgem in September 2013, having advised Ofgem as a consultant on a range of issues in networks and markets. A chartered accountant (with 15 years at KPMG in the 1980s and 1990s), Ian has advised policy makers in utility and transport sectors in the UK and elsewhere since the early 1990s on regulatory strategy, regulatory and competition economics, and finance issues. During this time, he worked as embedded consultant on about 15 price control reviews and three Competition Commission inquiries.
