Ricardo Quesada Oré has a Master's Degree in Industrial Economics from Universidad Carlos III, Madrid, specialising in Telecommunications Economics and Transport Economics.
He has also a Degree in Economics from Pontificia Universidad Católica del Perú.

Currently, he is the Head of Economic Studies at the Supervisory Body for Investment in Transport Infrastructure for Public Use at the
Public Use Transport Infrastructure Organization (OSITRAN).

He has been lecturer at the Pontificia Universidad Católica del Perú and at the Peruvian University of Applied Sciences.
