Dr. Vincent Verouden is a director at the Brussels office of E.CA Economics. Until October 2014, Vincent was the Deputy Chief Economist at the Directorate-General for Competition of the European Commission. Vincent, a Dutch national, started his career at the European Commission in January 2000. In the first years he worked for the Merger Task Force (MTF), where he was involved in the review of mergers and acquisitions across a broad range of sectors. He was one of the co-authors of the Commission’s Horizontal Merger Guidelines, published in 2004.

Subsequently, Vincent worked for DG Competition’s Chief Economist Team (CET), most recently (2012–2014) as Deputy Chief Economist. At the CET, Vincent had a lead role in the development of the Non-Horizontal Merger Guidelines (2008). He also contributed to the Commission’s antitrust inquiry (2008-2009) into the pharmaceutical sector and to related cases. In the area of state aid control, he contributed significantly to the economic analysis of individual cases and to the development of state aid policy, including State Aid Modernisation (SAM). His present consulting activities span the fields of antitrust, merger control and state aid control.

Vincent received a PhD in economics from Tilburg University in 2001. Vincent  is  an  extramural  fellow  at  the Tilburg  Law  and  Economics  Centre of Tilburg University. He teaches at the Brussels School of Competition’s LL.M. programme. He is also the author of many publications on competition policy and a co-editor of the book "EU State Aid Control: Law and Economics" (Wolters Kluwer, 2016, together with Philipp Werner).
