Les effets conjugués de la pression croissante sur la ressource, du vieillissement des réseaux et du changement climatique interrogent la soutenabilité du modèle actuel de l’eau en France. Longtemps polarisé autour du débat public/privé, le secteur a peu exploré la question centrale de sa régulation, et ce alors que de multiples questions se posent.
Tensions géopolitiques, crise climatique, ruptures technologiques et montée des rivalités économiques... l’Europe doit aujourd’hui apprendre à naviguer dans un environnement incertain. Dans ce contexte, la régulation devient un outil clé : non pas pour freiner, mais pour organiser la concurrence, protéger le bien commun et garantir des règles du jeu équitables entre acteurs publics et privés, européens et mondiaux.

The ACSS Research Seminar on Large Language Models in Finance will be held on Wednesday, November 26th, 2025, from 8:30 a.m. to 1:30 p.m. at the PSL Estrapade Campus (16 bis rue de l’Estrapade, 75005 Paris). This half-day seminar will explore the transformative role of Large Language Models (LLMs) and related AI technologies in both academic and professional financial contexts.
Growing geopolitical tensions are seriously challenging the mechanisms of international economic governance inherited from the post WW2 era and boosted by the end of the Cold War. The combination of a transactional approach in international relations with a reorganization of value chains within ‘regional’ areas or alliances seems to reshuffle trade and financial flows, as well as the circulation of technologies and critical resources. Several major intergovernmental treaties are challenged and the institutions that were built to implement them are under stress.
