This conference of the Club des Régulateurs will focus on the organisation of regulation in Europe. The aim is to explore the properties of alternative models of regulation - from the solution based on a European authority to that based on the coordination of national regulators, via the possible model of a national regulator serving as a benchmark for certain areas of regulation. The challenge is to discuss these issues in a way that takes account of the specific features of each sector, the different dimensions of regulation and the concrete problems that arise. Each time the question of the independence of regulators, the effectiveness of regulation and the degree of integration of European policies will be raised.
In the first round table, representatives of French regulatory authorities will share their experience of how regulation is organised in their sector and highlight the problems they face. The aim is both to set the debate in motion and to highlight the contrasting dynamics underway.
In the second round table, experts will discuss the properties of alternative models for organising regulation, their political feasibility and the initial conclusions that can be drawn from current experiments.
