Carmen Sanches is a career civil servant at ANEEL since 2007, initially responsible for tariff regulation for electricity cooperatives at the Superintendence of Economic Regulation. Since 2011, she has worked at the Superintendence of R&D and Energy Efficiency, in charge of regulating and evaluating the R&D and Innovation and the Energy Efficiency programmes and projects of electric utilities. She is in charge of conducting RIA of both programmes. Carmen is member of the Technical Commission for Regulatory Good Practice at ANEEL. Before joining the agency, she had worked at financial market and Academia. She holds a bachelor’s degree in economics from UNICAMP, a Master´s degree in Economics, Regulation and Competition in Public Services from University of Barcelona, a postgraduation on public policies of R&D and innovation at the National School of Public Administration, and a Master´s and a PhD degree in Business Administration from Getulio Vargas Foundation.
