What perspectives for the Institutions of International Economic Governance

Growing geopolitical tensions are seriously challenging the mechanisms of international economic governance inherited from the post WW2 era and boosted by the end of the Cold War. The combination of a transactional approach in international relations with a reorganization of value chains within ‘regional’ areas or alliances seems to reshuffle trade and financial flows, as well as the circulation of technologies and critical resources. Several major intergovernmental treaties are challenged and the institutions that were built to implement them are under stress.

This new climate raises questions about the on-going reorganization of the international economic order: are we witnessing the end of the second globalization, the raises of new trade zones, the emergence of a renewed imperialism, etc.?

To address these issues, the conference will gather a panel of renowned experts from different regions. All of them combine a strong academic background with an experience as practitioner in the government or in intergovernmental organizations.

Together they will discuss to what extent what seems to be as a fragmentation of the global economic governance impact the dynamism or trade, the stability of the financial system, the ability to cope with the climate change and with the sustainability of biotopes, and finally the management of the digital transformation and of the development of Artificial Intelligence.

This conference is organized at the occasion of the publication of "The Oxford Handbook of Institutions of International Economic Governance and Market Regulation », which aims at understanding the nature and dynamics of the various institutional and organizational arrangements shaping the performance of transnational economic activities. 
 
The speakers will be

  • Enrico Letta (President of the Jacques Delors Institute and Dean of the IE School of Politics, Economics & Global Affairs in Madrid; former President of the Italian Council of Ministers),
  • Surya Sethi (Member Technical Advisory Board, Envision Energy India, former Indian Ambassador at COPs and past-Director at World Bank),
  • Howard Shelanski (Professor at Georgetown University, who also held several positions in the US federal government),
  • Mauricio Tolmasquim (Member of the Board of Directors, Eletrobras, former policy maker and regulator in the domain of energy in Brazil).

The discussion will be moderated by Jean-Michel Glachant (European University Institute) and Eric Brousseau (Paris Dauphine-PSL) will highlight how the 40 chapters of the Handbook shed light on these issues.
