CONFERENCE CO-ORGANIZED BY THE DAUPHINE CLUB OF REGULATORS AND THE OECD-NETWORK OF ECONOMIC REGULATORS

Regulators oversee sectors that are constantly evolving. New technologies – especially digital technologies – have enabled the development of new products, services and business models that have had profound impacts on markets. At the same time, sectors are subject to shocks such as the COVID-19 pandemic and more recently the energy crisis that test their resilience to deliver essential services. Furthermore, major global challenges such as climate change also affect sector dynamics and demand responses from regulators and industry alike.

Regulators’ agility in responding to changing demands and dynamic sectors can be strongly influenced by the way they receive and manage their resources. Delivering on new expectations or roles will require regulators that are adequately resourced and able to reorganise themselves effectively in light of change. Staff and budget need to keep pace with the regulator’s responsibilities, and additional skills may be needed to make use of novel data-driven approaches or to execute new functions. Building on the OECD report Equipping Agile and Autonomous Regulators, this seminar aim is to discuss the ways in which resources support agile regulators that can keep up with market developments, technological changes and evolving mandates.
