Sunshine Regulation: Implemented Practices and Observable Impacts

To balance the relationship between supply and demand, but also between incumbent firms and new entrants, or even between operators and governments, regulators can rely on the formal levers of power granted to them (as obligations, tariffs, and sanctions) or on the levers of soft-law: recommendations, guidelines, benchmarking, naming and shaming, etc. Recent studies highlight that information gathering and publicization of practices by regulators has increased over the last years. Datafication but also the relatively low cost of these tools may explain this trend.

Productrice de plus 900 000 tonnes d’hydrogène chaque année, la France couvre en la matière les besoins de diverses industries. Cependant, cet hydrogène est à 94% issu de ressources fossiles. Dans le contexte de la transition énergétique, se pose la question de sa décarbonation. Un hydrogène vert ou « bas-carbone » peut en effet être produit à partir d’énergies renouvelables par un procédé d’électrolyse. Cette technologie permet d’envisager, par ailleurs, une utilisation massive de l’hydrogène comme vecteur énergétique, et ce d’autant que sa combustion est propre.
